INTRODUCTION

iAM Solutions, LLC (iAM) is a woman owned SDB certified (Federally & State of Virginia) business located at 8401 Colesville Road – Suite 640, Silver Spring, MD 20910.   iAM Solutions purchased the Minority On-Line Information Service (MOLIS) in August 2002 from ScienceWise Inc, which developed the MOLIS database in 1992.   MOLIS provides comprehensive research and institutional capabilities data on all 105 Historically Black Colleges and Universities (HBCUs), 130 Hispanic Serving Institutions (HSIs), 30 Tribal Colleges and Universities (TCUs), and 23 other Minority Post Secondary Institutions (MSIs).

The success of MOLIS is due to the real world value of its institutional data to government, industry, and prime contractors.   In recent years iAM has transitioned from marketing MOIS as a database to using it to as a tool to build capacity for HBCUs/MIs. MOLIS compliments the outreach program for federal agencies as they attempt to diversify the participation in their research and other capacity building activities with the HBCU/MI community.   Moreover, iAM Solutions is making a special effort to assist HBCUs in transitioning from a grant only mentality to contracting.    iAM trained staff will support the technical assistance conferences for minority institutions throughout the academic year to: (a) train campus contacts, faculty and administrators to utilize its on-line system, and (b) gather capabilities data.

The MOLIS database has 268 of the approximately 580 minority serving institutions profiled, including all HBCUs (118), 119 HSIs, 31 Tribal Colleges). Since April of 2010, we have focused on updating the top 60 schools to insure we provide detailed information on institutions in the best position to work with and secure grants & contracts

MOLIS staff studied and implemented methodologies for enabling minority colleges and universities to effectively utilize MOLIS for communicating with the Federal government, including conducting on-campus training sessions for university administrators and staff. Now in its 18th year, it is clear that the refreshing of MOLIS will have tremendous value to HBCUs by alerting them to government opportunities and by communicating information about their capabilities to Federal Agencies that are focused on better performance outcomes.

In the past year we have added information on the policies and programs the agencies are trying to deploy. One example is the way that we studied and broke down the stimulus bill (ARRA) for our clients. The addition of information on Policy Deployment will help the schools understand things like: Agency five year plans, Agency priorities, the President’s Management Agenda, Agency missions and information on new programs. One approach that we would like to work with an agency on is the establishment of a “center of Excellence” (on an HBCU campus) for one of the agency’s priorities that is tied to a consortia of HBCUs. Programs like “Millennium Challenge Account” help support the HBCUs’ efforts internationally as they strengthen their ties and programs with countries throughout the continent of Africa.

III. LEGISLATION AND AUTHORITIES

Minority Serving Institutions (MSIs) need current information on programs in order to alert their faculty and students about science, technology, engineering, research, educational, and employment opportunities. It is also essential that agencies better inform MSI researchers and research administrators in a timely manner concerning new programs, meetings, deadlines, budget information, employment, and internship and fellowship opportunities.

The purpose of Executive Order 13532, Historically Black Colleges and Universities, as stated in part, is to strengthen the capacity of historically black colleges and universities to provide the highest quality education, and to increase opportunities for these institutions to participate in and benefit from Federal programs.

The purpose of Executive Order 13230, Educational Excellence for Hispanic Americans, as stated in part, is to establish linkages between federal agencies, Hispanic Americans, and the education and business community.

The purpose of Executive Order 13270, Tribal Colleges and Universities, as stated in part, is to establish linkages between federal agencies, American Indian and Alaska Native communities, and the education and business community.

The enhanced MOLIS program will provide an agency with a means of complying with the existing legislation that mandates support of equitable opportunities for HBCU/MI's participation in the Federal Government grants and contracts process.

IV. PROBLEM, NEED AND OPPORTUNITY

Participation by HBCU/MIs in government programs is enhanced by free and accessible information on federal opportunities available to these organizations. These institutions do not have the resources or staff to implement what can be a costly information identification, retrieval and dissemination system. In addition, participation in government research and education programs would be greatly enhanced by a system that electronically delivers opportunities by scientific disciplines via research keywords sent directly to faculty at MSIs. Finally, to ‘level the playing field’ for participation in government funding, the institutional and faculty capabilities of MSIs must be easily accessible to program and procurement managers.

The value proposition is realized by the ability to build capacity through enabling synergistic communities that can cooperatively respond to (and with) prime contractors to opportunities. MOLIS has been enhanced with an Opportunity Center that connects colleges and universities to opportunities based on opportunity providers actively seeking them.

V. OBJECTIVES

Under this proposal, the agencies will work cooperatively with iAM Solutions, LLC and M3L Corporation to further develop the MOLIS on-line service in order to accomplish the following major objectives:

a. To update and redeploy MOLIS to our clients, targeted at the 14 HBCUs with accredited Schools of Engineering as well as institutions with quality STEM programs and a test group of prime contractors

b. To broaden the participation of minority institutions in science, technology, engineering, R&D and educational programs by providing easy on-line access to all programs that offer opportunities for HBCUs to participate

c. Work with A.M.I.E. to electronically deliver targeted announcements to designated contacts at HBCUs and outline a campus engagement process.

d. To provide agencies with on-line access to information on current minority institutions, including their capabilities and current educational, research, and service programs. Access will be available to all offices and program staff

e. To work through a cooperative agreement to insure the best thinking is provided to the institutions on how they leverage their capabilities to help the Agency produce better performance outcomes.

f. To connect HBCUs with the abundance of resources in the Federally Funded Research Development Centers. This would provide HBCU faculty and students with access to quality lab and research facilities. p
